Toad drops bombs on monsters while Wario floods the forest in Wario's Woods (1994). Nintendo made this Super Nintendo puzzle. Toad's bomb-stacking is the fight on that cartridge.
Bombs fall into a pit of creatures, and Toad arranges them so a blast clears the stack. Wario keeps sending more monsters down. Timer pressure and rising clutter are the whole round.
You play as Toad. Wario is the one stuffing the woods with enemies, not the hands you control. Clear a stack before the next wave lands on it.
The NES edition is a different release, and it was the last licensed game on that console. Toad still stacks bombs on the Super Nintendo cartridge. Wario's flood of monsters is the pressure on that forest board.
