Metropolis flight in an open city is EA's Superman Returns: The Videogame. The 2006 film tie-in shipped with a separate DS game under that license.
Console play emphasizes lifting objects, racing to crimes, and flying between daily events in the city. The DS game is a separate cartridge, not the open-city build squeezed onto a dual screen.
The film's return of the hero is the license. Only the console side is the open Metropolis; the DS release is its own companion.
