Brian Provinciano packed an 8-bit open city with crime-spoof missions in Retro City Rampage DX. The DX edition expanded his PC original on 3DS, and the game is from 2012.
Theftopolis traffic, baseball bats, and a story mode full of 1980s game jokes sit under a top-down camera. DX adds missions and presentation on top of the freeware city that came first.
The joke is the open-city crime spree told with NES-era sprites, not a realistic driving model. The 3DS DX cart is the expanded edition of that PC original.
